OBS struggling to record with graphics card encoder

Lately ive been having issues with obs. When I set the encoder to the graphics card its messed up. It doesnt render the footage properly and I got to click stop recording twice to get it to stop and when I check the video its laggy and glitchy. I noticed around the same time games underperform when they used to run perfectly.

So im hoping if I figure out why this is happening I can fix whatever bug is causing my problems.

Its an odd coincidence all this started happening when I got my amd monitor. it plugs into the amd graphics card and it supposedly enhances it but I noticed ive been having problems ever since
