Question / Help OBS Streams at 0 kb/s with Elgato Capture HD - Please Help

I've been trying to debug and fix this issue for the past few days and I can't seem to figure out what to do. I have a dual PC setup for my streaming to Twitch and I've been using OBS for the past year with no issues. Recently, I've been encountering a 0 kb/s stream upload when trying to capture the video from my Elgato HD60 Pro internal capture card.

I'm honestly exhausted at this point and would really appreciate any help someone can give. I've created a video showing the issue, so hopefully this will help. Please let me know if you need any more information.
