Question / Help Obs streaming quality is bad but Radeon relive streaming quality is good

I want to live stream to YouTube using OBS Studio or Streamlabs OBS(either of them is preferred) but when I stream the quality is bad and the stream looks blurry and choppy. I have a AMD graphics card and tried using their own software called Radeon Relive for streaming(unfortunately it didn't stream to YouTube so I tried to stream to twitch) the quality in Radeon relive was much better than OBS which was quite surprising. I have watched a ton of videos on the best OBS settings, best bitrate for streaming etc. but nothing helped. I don't want to use relive I want to use OBS. My settings and pc specs are as follows:

SPECS:
Ryzen 5 1600 6 core 12 thread CPU
Radeon RX 570 4GB GPU
16 GB RAM
My internet speed is around 100mbps and my upload speed is around 90 Mbps which is overkill for streaming.

My OBS Settings:
Encoder: x264
Rescale Output: Unchecked
Base resolution: 1920x1080
Output resolution:1280x720
Downscale Filter: Lanczos(32 samples)
FPS: 60
Bitrate: around 4000-5000 CBR
CPU usage: very fast

I also tried using twitch studio for streaming to twitch the quality through it was very much better but I want to use OBS without any kind of problems and stream to YouTube.

On encoder, change it to amd. If you set the encoder to x264, then you will record with your cpu. If you set it to amd(Hardware), then you will record with your gpu (graphic card )
