Question / Help OBS Streaming Lags

So im pretty new with obs. ive followed a few videos on how to make streaming faster. but when i try to stream it starts off well but after a few seconds it kind of stops and then continues. this keeps going everytime i have tried to stream.

if needed, my specs are :
Intel(R) Core(TM) i5-3210M CMPU @2.50 GHz
Intel HD Graphics 4000

any help would be appreciated
