OBS Streaming Lag issues in later UE5 editions

Making this thread to ask what would be the correct procedure to submit a bug report for core utilization bug that seems to happen with Intel and later UE5 games.

Basically a streamer I follow had major lag (on stream only, ingame no issues) when he played with unlimited fps, since hed be forced to set 60 fps limit to avoid the issue.

But this was only happening for new UE5 games that were having a playtest(mistfall hunters, midnight walkers and Shadows of Chroma Tower)

I managed to fix this for the streamer by using the application Process Lasso, where we simply set the core affinities. We simply set the game to use perf cores 1-14 and OBS Studio to 2 p-cores and 4 e-cores. So that the 2 applications never use the same cores.

In theory only the e-cores might be enough but I did it like that just incase. And the streamer isn't very tech savvy so didn't wanna confuse him as much as possible with additional testing.

As such I was wondering if we could make this an automatic feature in OBS, that it notices the cores are being over-utilized by some other application and switches cores or something along those lines. I'm a developer myself but havn't worked on OBS code before.

Ohh and he was using the multithread plugin to stream to both youtube and twitch at same time, incase that matters, both platforms had the major stream lag when unlimited fps.
