Your x264 CPU Preset is set to Ultrafast. That uses less CPU but also makes the picture look horrible. Try Very Fast preset at 1280x720 resize at 2500 bitrate. See if it's blurry then. If you're looking for perfect picture then you're always gonna be disappointed. Happy streaming!

dont ever try to stream over wireless - use ethernet cable or sooner or later you will start dropping frames
your obs is running on intel igpu. run it on nvidia card - you can set it in nvidia driver panel
consider streaming with QuickSync to save cpu, QSV is very usable in skylakes, intel claims to have improved quality in kabylakes
