OBS stream stutters on High end PC

Specs
  • NVIDIA GeForce GTX 1080 Ti
  • Intel(R) Core(TM) i9-9900K CPU
  • 32G Ram
  • Internet Upload 30+
  • Elgato HD60 Pro
  • 3 monitors same refresh rate 144
  • Latest Windows 10 build and Latest GPU drivers
No matter what encoder i use x264 or Nvenc new My stream lags. OBS shows no dropped frames and my preview/game are running smooth as ever. I even experience stream stutter when streaming from my internal capture card. I've tried everything from lowering bitrate all the way down to 2500, lowering resolution to 720 30fps, running OBS in Admin, setting pritorty to high in advance, switching all my monitors to 60hz, disable/enabling Windows 10 game mode, setting cpu usage to veryfast - medium, and I still get micro stutters on my stream. I did notice however if I stream Dying Light on my ps4 using my capture card and set it to 720 30fps I do not get the stutter but as soon as i bump it up to 60fps the stutter happens. I mostly stream PUBG with wow here and there.

I'm getting very fustrated because I have more then enough resources to stream at 720 60fps or 1080 30 fps and my cpu usage barley goes over 12%. even looking at my logs I can't find anything that indicated hardware issues. please someone take a look at these logs and let me know what the hell I'm doing wrong

well I found the issue. looks like my internet provider doesn't like Mixer FTL. once i switched back to RTMP stream is buttery smooth. I just have a 7-10 second delay verses 1-2 :(
