Ive noticed this yesterday. Im streaming in 1080p 60fps on my i7-8700k using x264 very fast in hnigh profile. The game that im streaming runs at 70-100fps.
Despite that, ive noticed in OBS that streaming FPS would often drop from target 60 fps to 59.02 or even as low as 50 fps but at same time my CPU still had "avaliable resources".
The frames would drop and consistently stay at that level for several minutes and during that whole time my CPU usage was at 70-90%. It's like OBS had resources to push FPS further to 60 but just didn't want to.
