I feel as though I've exhausted Google and OBS threads when it comes to researching my problem so I'm posting here in a last attempt to figure out why my stream to Twitch comes out choppy with screen tearing.
My specs:
CPU: i7 4790k
GPU: 2x GTX970 in SLI
RAM: 16GB
OS: Windows 10
ISP Speeds: 150/10
Monitor: Dual Monitors 144hz and 60hz. I leave OBS on the 144hz and play on the 144hz monitor.
Stream settings: 720p/30fps/x264/2k bitrate
I've attached and uploaded my last obs log where I streamed for 15min. OBS preview looks great but twitch stream and past broadcast always looks poor. The fps is very choppy and inconsistent.
I feel as though I've tried everything I've found in researching my problem. I've changed the bitrate, downscaled to 720p, tried NVENC, tried OBS Classic, disconnected 2nd 60hz monitor, limited my in-game fps, hidden the obs preview, changed my twitch server, and changed the downscale filter.

note: I tried to include the log file here but it exceeded 10k characters. It should be attached.
EDIT: One thing I've noticed is that the video skips badly but the audio does not. I also do not have any in-game lag, and my CPU usage is not maxed either.
EDIT2: It seems to be related to SLI? I get a better stream when I disable SLI.
