OBS stays at 60-70% Video Encode while streaming

It stays like these the entire time by itself and im not sure if there is a way to fix it

It will ever so often have a peak to 100% usage randomly with no games running only OBS I've tried changing my PCI-e in bios a couple times I'm back on default and I've tinkered with just a bunch of random other things that people have suggested with there own problems and I've yet to find a fix

My current build is a
NVIDIA GeForce RTX 2060
i5-12600KF
PRO Z690-A DDR4
Windows 11

All my drivers are up to date and I've gone through a lot of forum posts and a lot of different Output settings for Streaming & Recording, so if anyone has any idea on how to help with this please lmk.

(I have also turned down my recording settings so the load isn't as bad but it still runs around 40-50%)

You're using the nvenc hardware encoder, and in the Windows task manager you see it's actually working hard and doing its task fine. You see the load of the encoder. The load of the 3D graphics part of the GPU (the part of the GPU that actually draws your game, if you were running one) is negligible at the moment, it's the top left graph with its tiny 7%.

This seems fine, what is the actual problem you are having?
I just ran into an issue where my gpu would sit at high 90-95% usage when running a game that would take up around 30~% usage with OBS taking up 60~% usage while streaming and I use OBS Replay feature to get clips and I think I fixed my problem with when I turned down my recording settings for lower quality clip my gpu usage doesn't sit as high of a percent as before

the high gpu usage would just make my stream stutter and sometimes depending game would make it stutter for a second
