Question / Help OBS Starts But Won't Display or Appear in Task Bar

So I am installing OBS on a new computer. Downloaded the torrent. Installed fine, apparently. I go to start it and it appears to do nothing. If I check Task Manager it is there in the Background Processes but not in the running apps. If I try to Start it from there I get a message saying it is already running.

Nothing on the task bar. Nothing on either monitor.

Considering I bought this computer Specifically for streaming, LOL that it cannot run the streaming software.

Any ideas why it won't even display or run fully?
