"obs starting output failed please check the log for details"

I receive this error message any time I try to stream. I can record just fine, it's only streaming that creates this message. I've tried restarting my laptop, I've updated my graphics drivers, OBS is on the latest version and I've tried opening it in administrator mode. I've also tried changing the encoding method to run off the CPU, that resulted in the same error.

Does anyone have any idea how I can fix this?
