Basic problem is that while streaming OBS will work great with the settings I have chosen except for random moments when a rendering issue occurs. At first i thought that it could be due to an intensive scene trying to be rendered, but I have had this issue remaining idle in game. Normally the CPU usage is around 40-50% with an occasional spike below 100%. I have searched all over for a similar problem and have tried almost everything to fix this. I have changed the CPU preset and changed the bitrate to as low as possible and the problem persists. My computer specifications are as follows:
OS: Microsoft Windows 7 Pro (64-bit)
Processor: Intel(R) Core(TM) i7-2620M CPU @ 2.70 GHz
Memory: 8.00 GB
Network Card: Intel(R) Centrino(R) Advanced-N 6205
Video Card: Intel(R) HD Graphics 3000
Sound Card: Conexant 20672 SmartAudio HD
I am well aware that this is not an optimal computer for streaming, but it is my old engineering laptop from college and i wanted it to have some use again.
When the core clock speed isn't dropping, the streams looks great at 720p, 30 FPS, and 3300 bitrate. This is probably for 95% of the stream, but then the issue occurs and the rendering will freeze up for anywhere between 1-10 seconds.
The only other issue is that when I use OBS my core clock speed drops from 3200 MHz with the Intel/Lenovo Turbo boost to 2700 MHz. The core temperature hovers around 80 degrees Celsius when streaming and 40ish at idle.

The only thing i could still do is upgrade to Windows 10. Any help would be appreciated!
