OBS Speed issue

Hello everybody, I am having a very weird issue with OBS. I am using OBS to handle 24 streams for a school eSports program to display them on 6 75" monitors within the room. The streams are setup to downscale from 1440p to 720p to help lower network activity, and bandwidth on each source is set to Lowest. The machine in question is a casting machine running on Windows 10, 22H2. It has 16GB of DDR4, a Intel Core i7 8700, and an NVIDIA Quadro P2000. All settings are performance oriented. The streams from the desktops are using NDI sources. The desktops and casting computer are all on the same VLAN, same network switch, gigabit connection speed. The weird thing that I've found out is if you view any of the streams on the casting machine, there is a very noticeable lag, but if you open up task manager and set the priority of OBS to below normal or lowest then the lag of the streams goes away. But, if you have task manager run in the background then the incoming throughput drops from 480Mbps to 100Mbps. Having the task manager in the background is a surefire way to have the network throughput drop as indicated by the graph summary view. Has anybody ever encountered something like this before?

If anybody needs more information to possibly help, please ask. Or if anybody has any better ideas on how to handle 24 machines streaming to one casting machine, please let me know.
