Question / Help OBS sometimes stutters/lags the entire computer unless using Aero?

So here's a weird one. OBS causes some really nasty lag, sometimes to the point my 120hz displays look like they're running 20fps vsync on a 30hz screen.
This has been happening since plugging a new GPU into my system(GT1030), which I need to run my new Gsync 1440p display alongside my 4k Cintiq Pro 16.
Generally, the stutter only gets worse as time goes, but I can't think of a single legitimate reason for it to happen, and especially since it only happens when Aero is disabled. With Aero running, everything is smooth as, well, as smooth as Aero can be.(it's a piece of shit and it makes windows lag and puts a massive delay in my brushes.)

Without OBS running(and sometimes with it running/streaming, with 4k canvas downsampled, ect ect) everything is smooth and responsive as long as Aero is disabled, but since a few days ago, it's been randomly lagging to shit. Low CPU usage, but the whole system stutters and lags, including applications not responding correctly or freezing up sometimes.

I certainly haven't downloaded any suspicious programs in that timeframe. Very frustrating.
Any idea what could be causing this? Could it be the 8x8x PCIE link instead of 16x? 1030 not keeping up with framecapture?

I'm using the R384 nvidia drivers, since anything newer causes some terrible instability in everything. Main GPU is a 1060, CPU is a 4690k, 32GB of DDR3 1866, 9-9-9-24.

Update: Disabling hardware acceleration in Firefox seems to also affect this.
It also gets worse the longer OBS is open.
