Question / Help OBS somehow not streaming at the settings I have?

I have my stream set at 720/60 at around 1850kbps, but every time I try to stream it drops down to under 1000kbps and has heaps of dropped frames. I'm still learning how to read log files, but if I'm reading this right, all I see is a log for recording with 0% dropped frames.

I was having internet issues for a long time and had to call my ISP to fix my dropped frames due to signal noise on my cable drop. Might be worth a call to ISP at least for a checkup on your line.
