Lately I have been trying to record my xbox using obs. I have a elgato but the recordings are all fuzzy and low quality. I am recording at 720p60. Can someone please help me with my settings.

How do I change that? My elgato can record at 720p60 on game capture HD so it's capable of recording at that resolution.

It does not give me the option to change the resolution.

you see the box that you have checked called "Convert SD to 640x480? You should probably uncheck that.
