Question / Help OBS Settings 720p 60/30fps

Hey guys!

Im trying to stream some games like, PUBG, Rainbow 6 Siege, Escape from Tarkov and some smaller games.
I would like to stream in 720p at 60fps, or 30 fps if it looks better with my recourses.

My setup:
Ryzen 2600X @ 4.25 Ghz
Sapphire Nitro+ 8 GB 1411 Mhz
16GB Flare X 3200 MHz RAM
X470 MSI Gaming Plus

Is there a good starting point with the settings?
Should I use my CPU, or GPU for encoding?

Is it worth it to manually set the CPU cores for the game and obs, like:
2 Cores 2 Threads for PUBG + 4 Cores and 4 Threads for OBS?

Someone told me about it, but I didnt quite catch the aspects which make that a good idea.

No Im not partnered at the moment, cause I just started the whole thing.
Today I wanted to stream Ghost Recon Wildlands.
Its working in 48 fps with these options

But the stream is not as smooth looking as with 60fps, also it is mor "pixelated".

Did not help but i tuned some settings and I would say it looks decent for 30 fps now:

How do I get it less pixelated?
Turn up the fps in OBS, or other settings?
Thats the log for the stream is attached.
Another questions, I always get 9 memory leaks, what is that?

watch my stream and look at the quality and try to see if mine looks better and maybe try to see why it looks better. mind you i stream 30fps most of the time.

No partnership, no custom quality settings for viewers. Until you get those, I would stay with Cpu x264 encoder, 720p 30fps at CBR 3500 bitrate. If you don't use dual pc setup, limiting game fps to 60 will help put load on components better for better stream and game experience. Cpu preset I would start with very fast and drop down each test until cpu starts reaching 100% and go a step back.
No partner means max 3500bitrate, which is enough for 720p30fps, and too pixelated for 60fps in high motion games such as grass in pubg.
