Hi!! I have an internet sped 4Mbps and i dont know what seting i should set!! Please help me!
Question / Help OBS setings for streaming!!

You should be fine for streaming up to 3500 bitrate. (3500 for video + 160 audio = 3660 kbps) which is less than your internet speed. However if you want to be safe or do other things online (like play an online game) while streaming then set your bitrate from 2500-3000 or lower.
As of other settings I don't know what your computer specs are but generally i recommend simple output x264 encoder, and 720p resolution at 30fps.
