Question / Help OBS seems to ignore my set bitrate and skyrockets the bits when I move the camera or move ingame

This is perplexing me, I've never seen this before, sitting still in my game with npcs moving around is just fine but the second I touch my camera the bitrate jumps up about 1k and the stream health shoots to red and recovers slowly, I can't ever recall this ever being an issue before and it's really kind of annoying me, thankfully it doesn't seem to show on the stream preview but still, I don't understand why it's doing this.

the log shows a CBR stream with 3K so 1K is only 1/3?
IDK what you mean with 1K but the log only shows the start not the end so idk what the issue
but the streamed Bitrate will default not go over the selected

That is normal. The bitrate is a target, not a strict, inviolable limit. A less complex scene will use less than 3k. A more complex one will use more than 3k, but still less than what it would use if you set your target to 6k.

You should not set your bitrate target to the maximum sustainable throughput of your connection, you should set it lower than that to allow for variances in performance as well as scene complexity.
