OBS Screen Flicker Issue

I've been searching through these forums for the last few days and I haven't been able to find a fix for my issue. I've trial ran this over the last 2 weeks and have narrowed this down to OBS causing the problem. I'll not that I've been running OBS for around 2 years and this problem began showing itself around 3 months ago.

When OBS is opened, the screen that my game is on flickers. Sometimes it's a few times over the course of a few seconds, sometimes it's just once. It can happen anywhere from every few minutes, or once over the course of 3 hours.

I want this to be clear because I know it can cause confusion; this is not the game capture in OBS flickering, this is the screen I am playing my game on that flickers.

Troubleshooting attempts (all which have not changed the issue)
Switching cables
Switching monitors
Changing refresh rate
Changing graphics settings
Disabling V-Sync/Freesync
Updating all drivers
Monitoring CPU/GPU temps/usage (all are within normal limits)

Specs:
Ryzen 5 5600x
AMD Radeon RX6700XT
32GB RAM
Windows 10 64-bit

OBS Streaming Specs (although having OBS open is enough to trigger the problem)
Resolution: 1280x720 30FPS
Output bandwith: 3000kbps


If anyone has any guidance on what I can do to solve this issue it would be appreciated.

I think I solved the issue. If I load up everything I need to have open before I launch OBS, I do not get any screen flickering or flashing.

Try, Windows Settings, select “System.” In the sidebar on the left, click “Display.” On the right pane, at the bottom, choose “Graphics Settings.” On the following screen, toggle OFF the “Hardware-Accelerated GPU Scheduling” option and restart system.

For what it's worth, I had this exact issue. Log Analyzer did not find anything (other than the fact that I was using OBS v 29.1.3 (64 bit) on Windows 10 (21H2) - an unsupported OS since June 2023).
My steps to fix the issue:
  1. I uninstalled the entire OBS Studio app (selecting to also delete all user settings).
  2. Following a reboot, I did a clean install.
  3. Then I ran it as an admin, and it brought up the config wizard, where I selected safer/faster settings, like "optimize for video, no broadcasting", etc...
I am flicker-free as of this writing. Sure, I did not find the exact root cause. I will write back if I find any more reasonable recommendations.
