Question / Help OBS reporting low frames

Hi all.
Lately I've noticed that OBS is reporting it render at a lower frame rate than I've set. Meanwhile twich is reporting I'm streaming in 60 fps and my games run at expected fps (csgo at ~250 fps, bf1 at ~100fps)??

Windows version: Win10Pro x64 FCU
OBS version: 20.1.3
Geforce driver: 388.31 (happened with the previous driver version too)
Settings in OBS:

Base reslution: 1920x1080
Output resolution: 1280x720
Downscale filter: Bicubic
FPS: 60

Output
Encoder: NVENC H.264
Enforce streaming service encoder: No
Rescale output: No
Rate control: CBR
Preset: High Quality
Biterate: 6000
Profile: High
Level: 4.1
Twopass rendering: Yes

I run the following computer specs:
CPU: Intel I7-5820k (OC @ 4.2 GHz)
RAM: 16 GB DDR4
GPU: Nvidia GTX1060 OC 6GB

I really don't know why this happens, is it a bug or something?? Really annoying.

When using OBS you have to cap your FPS at the streaming framerate or your monitor's framerate. So cap your FPS at 60. OBS uses GPU resources and as such, if you max them out like you do when you leave vsync off, there's nothing left for OBS to use.

If you want more specific advise, you'll need to post an OBS log file from a five minute or longer OBS streaming or recording session of high action gameplay (not just standing around but actively playing the game).
