and there is no such thing as a chromebook processor.. period [not semantics.. like trying to use diesel or gasoline interchangeably)
There are x86 CPUs, and ARM processors, etc...
The Operating System requirements (and Chromebook is not one of them) for OBS Studio are clearly laid out here https://obsproject.com/wiki/
Then there is the whole issue of real-time video rendering being computationally demanding, the opposite of a chromebook system. That can be offset, somewhat, with dedicated encoding chips (as mobile phones have), but you can't skip the OS requirement check.

If you have a really low-end ARM processor, running linux and then OBS in a emulator mode??, then you need to be prepared to do a whole lot of roll-your-own compiling, etc. Be sure to see specific Linux requirements in link above (and know technically what that means). And presuming a low-power system, subject thermal-throttling, be sure to adjust your expectations accordingly.
