if you have an underpowered computer, and are overloading it with the extra processing load of real-time video encoding, would that slow everything down, including network data transfers... sure
That is true an any application, configured or used in a way to drive CPU/GPU, RAM, and/or Disk I/O to bottleneck (regardless of power of compute device)
Time for basic hardware resource utilization monitoring
