OBS reduces fps and destroys the frametime in game

When I just start the abs (ie there is no recording or broadcast), the fps subsides even when the vertical synchronization is enabled in the game (this is the situation in any game). The screenshots below show it clearly.
Maybe someone knows how to solve this problem?
My config: i5 10400f; ram 16gb; gtx1070
