Question / Help OBS Records Stuttery Videos at very low frame rates even though my frame rate is set to record 60fps

When I record videos, it seems to work fine, just a little performance degradation, but when I watch the videos, they are extremely Stuttery and the frame rates are very low even though my recording frame rate is set to 60 FPS...
Help?
