OBS Recording/Stream Is Choppy/Lagging

I am running Mac OSX 10.15.7 with 16GB 1867 MHz DDR3, 2.8 GHz Quad-Core Intel Core i5.
My upload speed is 23.66 Mbps.
Anytime I record and/or stream above 4000kbps 720p, the stream and the recording becomes very choppy.
Shouldn't I be able to do stuff at a much higher bit rate?

What am I missing?

I am having the same problem. According to my stats, I am not dropping any frames, and there is no rendering lag. However my upload speed is 150.00 mbps. I am streaming to Facebook Live. I am looking for a solution.
