Question / Help OBS Recording Output shows Stuttering

Hi, whenever I watch my recordings they always show a frame is frozen in the top-left hand corner, and stuttering/rapid shaking in-game. However, while I'm recording I don't encounter any problems. It's just my output that is the problem. I have tried increasing my CPU usage and decreasing it, nothing seems to help. I even tried lowering my FPS, again it doesn't help. I have tried finding similar threads, but the solutions do not work for me. I have no clue what I should do now.

1. 60hz desktop refresh
2. 60 or 30 in obs
3. 60 in game if there is switch for it (like bf3, bf4, overwatch)
4. vsync in game on
5. run obs as admin

your gpu is very slow and not able to make handle game+obs
