obs recording makes pc stuttering

since a couple weeks i have issues everytime i start recording my game starts stuttering, in Task Manager OBS is using 40% of my GPU while my whole GPU load only is around 40% my Game
this happens only while recording i have no issues at all streaming

Just a quess but look at your settings:

rate_control: CQP
06:56:58.606: bitrate: 0
06:56:58.606: cqp: 20
06:56:58.606: keyint: 250
06:56:58.606: preset: p5
06:56:58.606: tuning: hq
06:56:58.606: multipass: qres
06:56:58.606: profile: high
06:56:58.606: width: 2560
06:56:58.606: height: 1080
06:56:58.606: b-frames: 2
06:56:58.606: psycho-aq: 1
06:56:58.606: GPU: 0

Your Bitrate is zero, don't know how obs handles this. Try to set it to 6000.

Second thing I can think of is, that OBS uses your iGPU. Go to your NVIDIA Control Panel and check in the program setting on OBS if you can chose a dedicated graphic card and chose your NVIDIA card
