OBS Recording laggy, even with proper settings

I've been recording videos to upload to warzone and have been just fine. Nothing changed other than updating to windows 11 (or whatever the new one just was), and now my recordings are super laggy. I tried changing settings around and ended up putting them back to what I think was the original. I'm recoding in 60 frames, 1440p. I know that's relatively high quality, but I have a ryzen 5800 and rtx 3070ti with 16gm of ram. Pretty decent PC, and I've already proven my PC can handle it, but something is out of whack now.

I'm new to this forum and asking for help, so I'll post my log file but let me know if other info would be useful.

(also attached a pic of recording settings, and noticed in the analyzer that my gpu is being overloaded, which is useful information, but I still don't know why its being overloaded.)

Recommendation, use mkv instead of mp4. If for whatever reason the recording crash all the video is gone. You can remux the mkv to mp4 after recording.

YUV mode should be partial, not full (OBS advanced settings)
Enable windows game mode too.
Windows 11 OS is a work inprogress not for production enviroments. At least until 2023.

Are you recording to an SSD or a HDD?
Is the nvidia driver up to date?
Try recording into 1080p too to test it.

Reduce de CQ level to 20 and test. Then 18 and so on.
Keyframe = 0
Preset = quality
Max b-frames = 4

Restart the computer, not just trun off and on.
Do a new log if the issue persist.

Changed to mkv
Changed to YUV partial
Enabled game mode
Recording to SSD
Drivers up to date
tried 1080p
CQ at 20
Keyframe = 0
Preset = quality
Max b-frames = 4

And a fresh restart. Still that same problem. The only change I made was updating to windows 11 when this problem started happening.

Update: reverted to windows 10 and everything is pretty much entirely fixed. Maybe completely but my brain is telling me the video isn't quite as crisp as I remember, but I'm focusing hard on any little hiccup.
