OBS recording in 15 fps

You should use x264 encoder. Your processor is quite powerful, so it should be able to handle the medium preset. This will be much better than the AMD HW H.264 you used in the log. Well, or AMD HEVC for video recording. In general, it is better to refuse AMD HW H.264.

There are no errors in the log.

try using the portable version to find out if OBS is the problem. The portable version has its own settings.
Also, when recording, limit the FPS in the game or enable vertical sync.

I've tried with portable version and it's still same, tried turning all apps off in background and it still doesn't help at all, tried only recording display capture with no apps on but still it's like limited to 20fps max

Okay so OBS isn’t a problem, just found out that every single video i play that i have downloaded goes automatically to 30 fps and when I import it to OBS (starting soon screens and that) it’s in 60fps automatically
