Question / Help OBS recording Desktop Audio according to Windows system volume

Hi everyone. I have a problem with OBS that I haven't had until today. This seemingly started after I uninstalled Voicemeeter Banana and Virtual Audio Cables, with no other changes, idk if that might have anything to do with it.

My issue is that all of a sudden, OBS seems to record Dekstop Audio according to what my Windows system volume is. If the system volume is low then Desktop Audio is recorded at a very low volume, and the recording increases in volume as I increase my computer's volume in Windows. Also strangely, is that if I MUTE my Windows volume, OBS begins to record Desktop Audio at about what 100% Windows volume would record at.

I have a microphone and headphones plugged into a Steinberg UR12 audio interface which is connected by USB.

Here's a streamable link with a short video of the issue. I begin at 50% Windows volume, then lower it to mute and go back up. (Volume warning, the video gets fairly loud when my Windows volume gets down to mute)
