OBS reassigning PTZ camera IP address on restart

the past few weeks I have to go in and change the IP address of my PTZ in obs on startup. in the LUMENS menu the IP address does not change but OBS picks a random one and I have to change that back to the correct one otherwise I can't control the camera with the plugin.

Your post doesn't mention the critical details or what protocol / Source method you are using for the camera? I use NDI, which isn't native to OBS Studio, but there are other protocol options.
Also, don't ignore the pinned post in this forum regarding posting your OBS Studio log from a problem session when asking for help/support

we are not using NDI, our Lumen PTZ cameras are ran through capture cards, specifically El Gato and a Cam Link. and we are using a powered USB dock as our laptop does not have enough ports.

I am new to OBS studieo .How can I set it up. Where can I locate setup wizard.
