Obs Problems

So i got a new pc but even my old pc didnt do anything of this it helped with updates and stuff but, even on this new pc i have had no problems and i have had this for about 4 months. When i am in main menu for certain games no lag (fyi its not the games that lag) and other like payday 2 for example i cant record or do anything on obs. on obs the frames drop from 60 to about 5 ish, i have tried lowering quality (using nvenc and x264) use certain scenes or sources tried dropping to 30 fps, 720p and stuff like that. I used to be able to stream, record, etc at 1080p 60fps no problem and this just started the other day i havent changed anything when it comes to programs or anything everything is about the same. But i dont know what is wrong, i7 9700kf rtx 2080 super. but when it is on desktop its fine, even if i record my desktop. If anyone can help I would be very thankful. i have a few logs, one yesterday and two from today.

1. Run OBS as Admin
2. Uncheck the box for Psycho Visual Tuning
3. Try changing your bitrate to something such as 10000 or less.

Thank you so much turning off the PVT and run and admin works but still jittery, anything else i can try?

because during the recording its still lagging when recording not the game obs for some games, i have changed the bitrate and different settings and they still dont work
