obs problems with bitrate and frame drops

I launch obs once everything is ok, I launch it literally in a second - 0 bitrate
I can run it 10 times and half of them will be with a normal bitrate, and the other with 0-1000 which does not rise
At the same time, frame drops are 60-70 percent and it says that it’s because of the network, although the speed test shows that everything is fine.
I tried all sorts of guides, what could be the problem?

OBS Studio creates a log file each time you run it which contains very useful diagnostic information. Without a log file, it's much harder for any support volunteers to figure out problems and your post may be ignored. To upload a log file, go to the Help menu > Log Files > Upload Last Log...

I believe qhobbes meant to write, you should follow the pinned post in the forum about posting your OBS Studio _LOG_ from session when issue occurs and PaiSand posted a link to.
