i can stream in my macbook pro 15 inch @3000 bitrate 1080p 60 fps. but i can't stream at my pc @3000 bitrate 720 p 60 fps

i am having this issue with wired wired one gets bandwidth between 1100 - 500.

Try changing servers: I tried all.
Try lowering bitrate: I can @1800 but with my upload it can be @3000 (I can't).
Don't stream over wireless: my problem is this. Actually when I wired I can't get stable connection.
Try another streaming service: I must try this.
Check your firewall / router: already checked.
Check your anti-virus / internet security software: already checked.
Check bundled network software : I delete and reinstall my ethernet driver.
Speed Testing: 50 download / 5 upload.
Update Network Adapter Driver: I already did.
Try the "new network code": I did.
Contact your ISP: there is no problem about ısp because I can be able to stream in my MacBook Pro @3000 bitrate
Check the Bind to IP settings : I will try.
Bad router or bad networking hardware: maybe I can buy a ethernet card.

why I get this bandwidths with wired ???? why wireless is better what's the problem.
With the same wire I can be able to stream @3000 bitrate in my MacBook.
