OBS Problem never seen before !!!

Hello team,
I'm using OBS 6 years ago and I never see something like that.
So, yesterday I was in a livestream 1080p 30frames no drop Media ressources everythnig is OK like everyday, unexpectedly the livesteam drops i saw the green light is on then fps down to 5fps.
I reinstall OBS and remake the same information , when I was in black screen I see 30,00 FPS , when I turn on a video It turn down to 10fps (That's only in software without recording or streaming) , so when I go live it will be 5fps LAGGED again !!
Can someone explain me what's going on, I never got this before. Thanks

I tried web browser / screen capture .... every thing works but bitrate hardly down without any recording or livestreaming

what GPU do you have?

Microsoft Basic Display
It's Google Cloud remote desktop 16GB RAM

that does decode in software, no surprise that you see high cpu usage.

but i'm using it from a while livestreaming 1080p 30 frame 10000kbps perfectly , did it change anything or what should i do ?

Cloud desktop has variable performance since it runs on shared resources, it is not meant for intensive apps like OBS.

I creat a new user and it fixed 720p as well, but still 1080p a littlebit lagged, so what's the conclusion of all this ?
