Question / Help OBS Preview Stuttering/Low FPS

So i'm having an issue whereby my OBS preview/projection is stuttering and has low apparent FPS.
If I clone my monitor and capture card together so they both run 1080p 60hz, then the preview on my stream PC looks absolutely perfect. Smooth 60fps, only issue is a tear that will occasionally slowly move down the screen.

But I want to run my monitor at native res (3440x1440). And I setup my stream like this: https://imgur.com/a/aeRMa

So I do that, then right click and project the preview fullscreen to the capture card.
When I do this, it runs TECHNICALLY at 60fps, but the preview on my stream pc looks stuttery as if it is skipping a couple frames each second.

It is not a capture card issue since cloning the monitors works fine, and If I play a 60fps video to the capture card NOT using OBS then it shows up smooth on the streaming pc preview

This is my setup at the moment:

Main PC: 8700k, 1080ti, video output to monitor via displayport, and to capture card in Second PC via HDMI
Native monitor Res is 3440x1440, stream/obs preview canvas is 1080p

Streaming PC: 1800x, GT 1030, Elgato HD60 Pro

Both running windows 10

Things I have tried:
-Remove as many elements as I can from the gaming PC OBS and put them on the streaming PC obs.
-Vsync on/off
-Limit capture FPS on/off
-Set game and OBS CPU affinity to different cores
-Set OBS process priority high

I could really use some help, Ive setup a fairly expensive stream PC specifically to do 1080p 60fps and right now I might as well be streaming 30fps

Did you ever find out what it was I got the same problem.
