Question / Help OBS only uses one core while streaming csgo

I tried to stream csgo after a while and I noticed a heavy stuttering of my stream. I used OBS 19.0.2.
I was able to stream csgo with even better settings a few weeks ago.
I tried to install an older version of OBS but nothing changed.
It looks like OBS uses only core 0 and core 1. I tried other games like WoW or Rocket League and everything seems to be normal. Only csgo shows this behavior.

Are you using Avira/AVG antivirus with "Gaming mode" or some other sofware with "Game performance booster" stuff?

I used the "Gamemode" of the windows creators update for csgo. After disabling it everything works fine.
