That is what it looks like, when I click on properties, it displays the entire image. Any help is appreciated.

Go to Settings, Video, and change the Base and Output Resolution to whatever your game is set to (1920x1080 for instance.) If you set the Base and Output resolution as the same, your computer won't need to downscale it. If you'd like you could increase the setting, just make sure it's the same ratio. I hope this helps :)
