Question / Help Obs now drops my bitrate for no reason

Hello guys, i made an account just to post this problem since i have been searching for a solution everywhere but no luck.
I have always been able to stream at 108060fps 5000 bit rate with nvenc however since yesterday obs started to lower my bit rate for no reason giving my streams bad quality like as if the frame rate is really low, the wierd thing is that it works perfectly with shadowplay at the same settings.

Here are my specs:

GPU: GeForce GTX 970
CPU: Intel(R) Core(TM) i5-4690 CPU @ 3.50GHz
Memory: 8 GB RAM (7.94 GB RAM usable)
Current resolution: 1920 x 1080, 60Hz
Operating system: Microsoft Windows 10 Home
