Question / Help OBS not working with AMD APU

I am having trouble with OBS which I installed on a new system which is just for streaming. It is running a AMD A10-5800k and I had uploaded the latest drivers and the AMD plugin but it still doesn't give me any options to switch to hardware encoding. Am I missing some software or is it something else? Here is the Log file and some screen shots.

I have the A6 6400K and the option to encode with VCE doesn't appear either, I tried to enable OpenGL but it didn't work either.
