Im not really sure whats going on or what went wrong but im getting constant micro stuttering/slowdowns and frame drops on stream Obs says there are no dropped frames. im not really sure what happened i may have changed something or something may have changed. it appears that my cpu is maxing out and cant simply handle the load but i cant imagine thats the issue when i check midstream it says its barely reaching 40%

Interestingly enough is OBS simply not optimized for Ryzen and it's 16 threads? My i5 6500 is able to get away with these settings fine.

Also what does the 33 memory leaks mean at the bottom of the log? I've found that even opening obs not running anything it drops my frames in game by 30. I've turned off the Preview and it didn't seem to make a difference if it helps I'm running the game on my 144hz monitor and have OBS on my second monitor 60hz

My issue is similar to yours, the only difference is that I'm running an I7-6700k. The lower core count could mean something but honestly idk what the reason is. Assuming your playing games while streaming, which games are stuttering for you? Out of curiosity since some games dont stutter and some do on my end.

All games stutter for me even if im getting 150 fps in game like rainbow six siege obs says no frames dropped but im not sure one thing I do want to try is set an affinity for the two programs have one program use four cores and the game use four other cores and test it to see if it offers any difference. ive run overlays to show my resources in game aswell nothing seems to be maxing out would be interested to see if anyone else has any ideas

Nice thanks for the help ive made some modifications and when im looking at the logs its no longer saying packets dropped due to anything, but the stuttering is still there does anyone know what the 33 memory leaks at the bottom mean?

I think the memory leaks just mean the software is still in beta. Everyone gets those. If you want to do another iteration on your performance you'll need to post a new log file to reflect the changes you made.

I looked far and wide for a solution and I might've found it yesterday night:
Too many game captures. I had a scene full with game captures (50+) which I embedded into another scene where I got all my overlays sorted. Before deleting every game capture (I deleted the scene and started a new one with only one game capture) I had micro lags every ~2 seconds but never saw any spikes in my task manager. After deleting it my stream is smooth again.

Before I deleted that scene I also had micro lags even without using that scene, like when I was streaming my "just chatting" scene.
I hope this helps.
