Question / Help OBS not streaming at 60fps

ok so ive been streaming PUBG recently and noticed that even though i have my settings set to 60 fps i dont get 60. it often looks like its running at like 20-30. even though i run the game at 60 usually. i stream at 720p 60 at 5000 bitrate. and i use the amd vce/amf encoder
pc specs

amd ryzen 1600
8gb ddr4 ~3000mhz
rx470 gpu
windows 10

with the x264 encoder i get alot of in game frame drops in games i usually have no problem running like overwatch, thats why i dont use it.

oh yeah, ive had windows gaming mode off for a while just forgot to address that

Check with task manager to see if CPU or any other becomes maxed oit, this with cause frame drops.

i did and my cpu and my gpu never exceed more than 75% utilization. also temps never get that either so i dont think its throttling. and i never mx out my ram either. this is why i was so curious to this issue.
