Question / Help OBS not starting Facebook Live feed

Clicking on Start Streaming produces the following error. "Failed to Connect. Could not access the specified channel or stream key. Please double-check your stream key. If it is correct, there may be a problem connecting to the server." I am using a persistent stream key from Facebook. OBS is 25.0.8. The Start Streaming will work if I have the Facebook Live window open on my Facebook account. Is this the intended behavior?
