Question / Help OBS not respecting sync offset.

At 60fps Video is displaying 35 frames behind audio. We going into the sync offset to adjust the offset by 583ms, but it is not respecting the integers we put in the field. No matter what device or number we set

Audio Monitoring in OBS doesn't respect Sync Offset, as the offset is applied later in the chain. As long as you are not capturing the Monitoring device's audio and you have the monitoring set to "Monitor & Output", then it should respect it in the recording/stream.
