Question / Help OBS Not Recording in 60 FPS?

Hello, new member here, and I'm having a huge problem.

OBS, OBS Studio, and practically every other game capture program (except Fraps which is weird) won't record any gameplay in 60 FPS.

I'm rocking an Intel Core i5-4690K, and I'm shocked that I can't record in 60 FPS; I've messed with bitrates, recording formats, and encoders and I still can't obtain a solid 60 FPS.

Here's a video explaining what I mean:

My game remains at a solid 60 FPS, but the recorded video randomly beings to skip frames, though the audio remains normal.

Also, I'm rocking a GTX 960, so I've tried both NVENC and x264 formats of encoding. Here are the settings I used in that video:

Is there anything I'm doing wrong? I doubt it's my CPU but I'm not sure.

EDIT 2: Updated to show a better example of the stutter.

EDIT 3: I forgot to mention that my CPU is at a very low load while playing games and recording with OBS (About 19% to 25% usage).

I don't see any issues in the log and the YouTube video has 720p60 and 1080p60 versions that both play back fine.
 
Have you tested both the game limited fps cap to 60fps(i saw your video, you are playing 100+ fps) and capture in obs as well at 60fps... Does the stutter appear there too that way?

Yup, Same thing. Capturing at about 30 FPS or lower removes the stutter, but anything above that keeps it.
