Bug Report OBS Not Recording and Stuck 'Stopping Recording'

I'm having a weird issue that has been plaguing me for over 6-8 months since 0.13.1 and I believe the problem lies with a bug in changing canvas sizes within OBS. I have the latest iteration of OBS Studio.

I record YouTube videos using OBS, so I record HDMI out from my camera into an Avermedia HDMI ingest card, as well as recording a gaming console with an elgato HD60 Pro ingest card.

To give my editor freedom, I do not do the standard PIP, but put the camera beside the gameplay footage. This allows me to give him one file containing the camera, gameplay, then the audio unmixed so he has full control. So the base canvas resolution and the resolution I am recording is 3840X1080, essentially 1080 side by side.

OBS seems to have no issue recording this UNTIL I add the HD60 Pro into the scene. Once I do this I press record and everything looks fine, but upon further inspection, nothing is being recorded, no file has been created and my CPU is idling, even though OBS says its recording the the time is rising. Then when I press 'Stop Recording' it hangs saying 'Stopping Recording' until I manually kill the program.

It may be interesting to note that testing different base canvas resolutions seem to have an affect. Anything over 2800x1080 will result in the above error, while anything below it will work as well.
