Beware expectations with a 9 generation old CPU, too little RAM, a GPU that won't help with encoding offload and trying 60fps (latest setting)?? And running the PoS streamelements plugin??

Unless you are REALLY good at optimizing the Operating System (as in real hands-on experience, not the vast majority of YouTube videos that have LOTS of bad advice), as well as running OBS in an under-powered system, you are likely to struggle to get clean Recordings/Streams. Real-time video encoding (OBS Studio or anything) is computationally demanding.
