OBS moves PTZoptics camera at startup

Is there a place where a web page can be run at OBS startup? We experimented with a web link that sends various VISCA commands. We may have added a link to OBS as a start item but we can't figure out where. Each time OBS starts, the PTZoptics camera moves to specific position. The position doesn't match any of the 9 presets on our joystick. Is there a place in OBS where an action can be configured at startup?

Partially found the answer. There is a sample VISCA command string in an unused scene that sends the camera to preset #5.

Why this scene with an http string is being triggered at startup? I see the scene with the http string in Hotkeys but there no actions associated with the scene.

OBS for me goes to the scene last in use after exiting.
So typically why would OBS go to that scene? either that was the scene you had open when exited OBS, or you have some automation, trigger, etc that changes to that scene
